The St. Paul District is responsible for maintaining navigation and running an environmental restoration program on the Upper Mississippi River from St. Paul, Minnesota, to Guttenberg, Iowa. The district helps communities reduce damages caused by flooding by building flood risk management projects and operating reservoirs for flood risk reduction, recreation, fish and wildlife habitat and water supply. It responds to floods and other natural disasters. It provides engineering services to other federal agencies and nations, as well as issues permits for work in wetlands and navigable rivers. The district also maintains 49 recreation areas open to the public. The St. Paul District office contributed to the Minnesota Digital Library images from the Henry P. Bosse (1844-1903) photographic collection of the Upper Mississippi taken between 1883 and 1892, while Bosse was employed as a draftsman by the Corps. Additional items include a number of photographs from the construction of Lock and Dam 7 in La Crescent, Minnesota, and dredging in the Upper Mississippi River in the early 20th century.
