St. Paul Public Housing Agency

The Saint Paul Public Housing Agency (PHA) has been an independent governmental unit since 1977. Its roots are in the Housing and Redevelopment Authority of the City of Saint Paul (HRA), whose initial goal was to remove slums and construct low income housing. During the 1950s and 1960s, family public housing took the form of townhouse style developments. Mt. Airy Homes is one such development and now includes 298 townhouse units and a 152-unit hi-rise building. The PHA contributed to Minnesota Reflections a hand-written plan from the 1930s for this development. Today, the PHA owns and manages 4,249 units of public housing in Saint Paul.
